THERE are three ways by which amendments to the Philippine Constitution may be proposed. One is by Congress, upon a vote of three-fourths of all its members. Another is by a Constitutional Convention (Con-con). The third is by People’s Initiative, whereby a proposal is approved by at least 12 percent of the total number of the country’s registered voters, and by at least 3 percent of the votes in each of the nation’s congressional districts.

First, 49 people were killed by a gunman in Orlando, Florida in what authorities described as acts of terror and hate. The American-born assassin allegedly pledged allegiance to the terrorist group ISIS in a 911 call during the cowardly attack that is regarded as the deadliest mass shooting in the US and its worst terror attack since the 9/11 attacks.

FILIPINOS have been following developments in the recent mass killing in Orlando, Florida, United States. Anytime so many are massacred in one place at one time anywhere in the world, it is news, whether it be in Paris, Kenya, Pakistan, Iraq, Syria, or Ukraine. Filipinos are specially drawn to reports of a massacre in the United States because millions of Filipinos live there today and some of them may turn out to be involved.
