Briones confirmed; Lopez bypassed

Before going on a six-week recess starting today, the bicameral Commission on Appointments confirmed yesterday the appointments of Leonor Briones as Department of Education Secretary and 44 generals and senior officers of the Armed Forces of the Philippines.

CONGRESS last year enacted a bill creating a Department of Transportation (DoTr) and a separate Department of Information and Communication Technology (DICT). Transportation alone is such a big area that the DOTr is today up to its neck in the difficult problem of traffic gridlock in Metro Manila and other urban centers in the country. As for the DICT, it must plan for the great new world of digital communication in the cyber universe that knows no bounds on our planet.

The opposition to open pit mining is not shared by countries in which it is the accepted method for extracting minerals. A review of mining literature showed that more than half of the operating mines in the world have adopted this method that Sagittarius Mines Inc. (SMI) said is used in four mines operated by Xstrata Copper in other countries.
