House impeaches Comelec chair

The House of Representatives yesterday voted to impeach Commission on Elections Chairman Andres Bautista who announced earlier in the day that he is bowing out of office.

In line with the constitutional provision that “The state shall assign the highest budgetary priority to education…,” a total of P710.5 billion was allotted for the four basic departments in our educational system, namely, Department of Education (DepEd), P583.1 billion; Commission on Higher Education (CHEd), P49.9 billion; Technical Education and Skills Development Authority (TESDA), P6.9 billion; and State Universities and Colleges (SUCs) and Local Universities and Colleges (LUCs), P61.6 billion.

Section 2 of Article XI, Accountability of Public Officers, of the Philippine Constitution provides: “The President, the Vice President, the Members of the Supreme Court, the Members of the Constitutional Commissions, and the Ombudsman may be removed from office on impeachment for, and conviction of, culpable violation of the Constitution, treason, bribery, graft and corruption, other high crimes, or betrayal of public trust….”
