A nationwide CSTC youth service corps

AS early as September, 2016, new President Duterte called for the revival of the citizenship training program known as Reserve Officers Training Corps (ROTC) which used to be a requirement in the freshman and sophomore years in all colleges in the country, until some unfortunate incidents led to its end in 2001.

In 2001, in the pervading mood of national resentment following complaints against certain units of the Reserve Officers Training Corps (ROTC) in Philippine universities, highlighted by the death of a cadet whose body was found floating in the Pasig River in 2001, Congress enacted RA 9163 , the National Service Training Program Act, that effectively stopped the ROTC program which had long been required for all college students in the country.

Mandatory ROTC

AT last, no less than President Rodrigo Duterte cognizant of his dual role as commander-in-chief, has made the call for the return of “mandatory ROTC”. The long hibernating policy issue has been kept in the drawing board of the armed and defense establishments gaining support from specific legislators only to be bulldozed by “militant” voices in the Lower House, or to be overtaken by a new Congress.
