The Philippine Constitution Association, composed of the country’s foremost constitutionalists, has declared its support to the Duterte administration’s bid to revise the 1987 Constitution and the proposed creation of the 25-man Constitutional Commission whose members will be appointed by President Duterte.
Philconsa president and former Leyte Rep. Martin Romualdez aired this Philconsa stand shortly after House Speaker Pantaleon Alvarez presented to the organization the salient points of the proposed Charter change and the shift to federalism.
Alvarez revealed that he has already submitted to Duterte the draft of the proposed executive order for the creation of the Constitutional Commission that will act as advisory body to Congress which is expected to be convened into a Constituent Assembly to pursue the constitutional changes.
Speaking before Philconsa during its monthly membership meeting Tuesday, Alvarez aired hopes that lawmakers will reach a consensus over the issue on whether or not members of Senate and House of Representatives will vote separately or jointly when Congress convenes into a Constituent Assembly.
