Self-confessed illegal drugs trader Roland “Kerwin” Espinosa Jr. yesterday filed a criminal complaint against the policemen involved in the killing of his father, Albuera, Leyte Mayor Rolando Espinosa Sr.
Kerwin’s counsel, lawyer Lailani Villarino, explained that their complaint before the Department of Justice (DoJ) is based on the multiple murder and perjury complaint filed by the National Bureau of Investigation (NBI) early December.
The DoJ panel of prosecutors yesterday held the second hearing on the preliminary investigation on the complaints of the NBI.
After conducting a probe, the NBI recommended the indictment of 24 policemen as it concluded that the Espinosa and fellow inmate Raul Yap died in a rubout inside the sub-provincial jail in Baybay City Leyte on November 5.
