Following President Duterte’s signing of Executive Order No. 51 banning illegal contractualization, Malacañang has appealed to Congress to hasten the passage of the Security of Tenure bill to fully end all forms of contractualization.
Presidential spokesperson Harry Roque, in an interview over DZMM, reiterated that an EO can only do as much and it is only Congress that can really ban contractualization.
“Talagang hindi naman po pupuwedeng gumawa ng batas ang Malacañang. So talagang katungkulan po ngayon iyan ng Kongreso ‘no. At kung babasahin ninyo naman iyon EO, talagang lahat na, iyan na lang po talaga ang pupuwedeng gawin ng Malacañang,” Roque said.
“Anything more will become executive overreach. It will become executive legislation na, madedeklara naman na unconstitutional iyan ‘no,” he added.
Labor groups have said they are not satisfied with the EO that Duterte signed on Labor Day in Cebu. (Argyll Cyrus B. Geducos)
