Manila Mayor Francisco “Isko Moreno” Domagoso has ordered the inspection of all dormitories in the city after a 69-year-old landlord was caught taking videos of a female boarder inside a bathroom.
The mayor signed the executive order after a man, identified as Noe Nodalo, was accused of installing a hidden camera inside the bathroom of a female boarder of a dormitory in Sampaloc, Manila.
The suspect was arrested on August 5 after the female boarder filed a complaint with the Sampaloc Police Station. He is facing charges for violation of Republic Act No. 9995 or the Anti-Photo and Video Voyeurism Law.
The mayor signed Executive Order No. 25 mandating the creation of a committee to inspect all dormitories to check whether or not they are complying with the local government’s prescribed rules and regulations for their operation and maintenance.
“The committee shall ensure that dormitories, boarding houses, rooms for rent and such allied businesses in the City of Manila are complying with regulatory requirements governing business operations and safety building standards, including that of the Building Code, the Fire Code and Ordinance No. 4765,” the executive order read.
Under the order, the committee is tasked to form composite teams which include inspectors from the Department of Engineering and Public Works (DEPW), Manila Health Department (MHD), Bureau of Fire Protection (BFP) and other departments, offices and bureaus of the nation’s capital.
“The composite team shall conduct actual inspections under the supervision of the executive director or his representatives,” the order read.
“The committee, based on the evaluation report of the composite team, shall make recommendations to the Honorable Mayor, on the approval/disapproval of licenses of these establishments,” it added.
The mayor has assigned Manila City Administrator Felixberto Espiritu as chairman of the committee and City Legal Officer Atty. Emeterio “Jun” Moreno as vice chairman. (Erma Edera)
