Police Lt. Gen. Archie Gamboa, officer-in-charge of the Philippine National Police, has ordered an in-depth investigation on the killing of a police colonel who was assigned as an intelligence officer for scalawag policemen.
“I extend the sincerest condolences of the PNP office corps and rank-and-file to the orphaned family and colleagues of Police Col. Joie Pacito Yape even as we assure them that the ends of justice will be served,” said Gamboa.
Gamboa said he has instructed the Criminal Investigation and Detection Group to closely coordinate with the Special Investigation Task Group of the Police Regional Office 7 that is managing all investigative efforts of different PNP units involved in the investigation of the case.
“Although there are many possibilities on what could be the motive behind the ambush, we do not want to theorize or make hasty conclusions,” said Gamboa. “Rather, we will look at all these possibilities and narrow down the investigation based on evidence,” he added.
Yape was assigned as intelligence officer of the Internal Affairs Service (IAS) main office in Camp Crame in Quezon City. IAS is tasked to monitor, investigate, and recommend penalties for erring cops.
He was the former chief of the Cebu Provincial Intelligence Branch and formerly assigned at the Calbayog City police Intelligence Unit.
Yape was walking on Molave St. in Cebu City when a man onboard a motorcycle appeared and shot him. He died in the hospital. (Aaron Recuenco)
