The House Committee on Appropriations yesterday approved a bill granting salary increase to civilian government employees, including nurses and teachers.
The panel chaired by Davao City Rep. Isidro Ungab passed House Bill No. 5712 that consolidated 104 other measures seeking to modify the salary schedule for civilian government personnel.
HB 5712 or the proposed Salary Standardization Law of 2019 (SSL V) was principally authored by House Speaker Alan Peter Cayetano, House Deputy Speaker and Davao City Rep. Paolo Duterte, House Majority Leader and Leyte Rep. Martin Romualdez, and Ungab.
“Merry Christmas to government employees!” Ungab said after the approval of the bill. “This is the best gift we could give to our government employees,” he said.
Quirino Rep. Junie Cua moved for the consolidation of the 105 measures and the eventual approval of the consolidated measure.
The measure covers all civilian government personnel in the Executive, Legislative, and Judicial branches, constitutional commissions, and other constitutional offices, government- owned and -controlled corporations not covered by Republic Act No. 10149, and local government units. It shall cover government personnel whether regular, contractual, casual, appointive or elective, and full-time or part-time basis.
Excluded from the fifth tranche of the SSL are military and uniformed personnel, GOCCs under RA 10149 which shall be covered by a Compensation and Position Classification System, and individuals whose services are engaged through job orders, contracts of service, consultancy, or service contracts with no employer-employee relationship.
