The National Bureau of Investigation (NBI) has also started its probe on the fatal shooting of retired Army Corporal Winston Ragos by a policeman near a checkpoint in Quezon City.
NBI Deputy Director Ferdinand Lavin said yesterday that they will investigate the incident even though the Quezon City Police District (QCPD) filed a homicide case against the policeman involved, Master Sergeant Daniel Florendo.
He said the case is already being investigated by the NBI’s Death Investigation Division, but family of the victim has yet to go to the bureau for interview.
Lavin said the NBI conducted the investigation upon the directive Justice Secretary Menardo Guevarra and the request made by the Armed Forces of the Philippines (AFP).
“There was an order from SOJ and also a letter from the Philippine Army,” he disclosed.
QCPD director Brig. Gen. Ronnie Montejo said on Fridau said the case was e-mailed to the Quezon City Prosecutor’s Office.
Ragos was shot dead died last Tuesday afternoon.
The retired soldier, who is suffering from post-traumatic stress disorder, was allegedly armed and was shouting and intimidating the policemen manning a checkpoint in Barangay Pasong Putik.
Police claimed Ragos was told to return home but he allegedly ignored them and introduced himself as a former soldier.
Videos circulating on social media showed Ragos walking away from the checkpoint and was later followed by four policemen including Florendo who pointed a gun at Ragos.
