The strict implementation of Enhanced Community Quarantine (ECQ) in posh communities got another twist anew after it led to another confrontation between a policeman and a resident, this time, at the Dasmariñas Village in Makati City.
A police report disclosed that policemen assigned in Makati City almost arrested a certain Javier Parra at around 5 p.m. for allegedly being rude to Police Senior Master Sergeant Roland Von Madrona.
Earlier, a video of a confrontation between a policeman and a foreign-looking resident of Dasmariñas Village went viral over allegations that the cop trespassed and physically assaulted the latter.
In the video, it was shown that the cop tried to handcuff Parra but the latter was able to run inside their house.
Police sources said that the video that went viral appeared to have been taken by the wife of Parra and did not capture the incidents leading to the attempt of the police to arrest him.
In the police report, it was stated that the local policemen were sent to Dasmariñas Village based on the request of the barangay chairperson, Rosana Hwang, to implement the ECQ guideline under the Oplan Bandillo — a security coordination between barangay officials and the local police.
While conducting patrol, the cops chanced upon a female househelper watering the plant in front of the residence of Parra.
The househelper was advised to go back and wear face mask.
A minute after as she went inside the house to get her face mask, one Mr. Javier Parra and Mrs. Abegail Salvador went outside, the police report read.
Parra reportedly argued with the police and even challenged the cops on how to properly implement ECQ.
“Mr Parra at that time gone berserk and uttering unsavory words towards police office and even humiliate said officer.
At this time PSMS Madrona tried to effect arrest but manage to elude arrest and went inside house,” the report read.
Attached in the police report was a video footage taken by a member of the barangay security force and occurred before the confrontation.
The second video showed a topless Parra arguing with a policeman later identified as Madrona.
The video showed Madrona advising Parra to lower his voice as he went on castigating the former.
The four-minute video also showed Parra using expletives while arguing with the policeman. He also repeatedly driving away the policeman and his companion.
Police sources said that at one point while lecturing the cop on how and where to implement the ECQ, Parra mentioned the name of Senator Manny Pacquiao.
“He also admitted during the argument with the policeman that he was drinking inside his house prior to the incident.
This means that he was under the influence of liquor when it happened,” the source said.
This is the second time a policeman was involved in a controversy while implementing ECQ inside posh communities.
Several days ago, a video of a police officer berating residents of a condominium residence in Taguig City went viral as the police were questioned on whether or not they have the right to enter the common areas of the condo to implement ECQ.
Police said they went to the area over complaints of residents of the same condominium about some of the unit owners not following the physical distancing and home quarantine.
The incident in Makati City is now being investigated to determine who could be held accountable.
Police sources said the barangay chairperson of Dasmariñas Village and those who witnessed the incident already gave an affidavit supporting the policeman. (Aaron Recuenco)
