BAGUIO CITY – The Baguio City Police Office (BCPO) has filed multiple charges against a couple for the death of their nephew who was left to their care.
Spouses Loly Ann Duccog Dalipog and Efren Uyammi Dalipog, of Ambiong, Aurora Hill here, were charged with murder, violation of Section 10 of Republic Act 7610 (Anti-Child Abuse Law), obstruction of justice, and violation of Section 9 of RA 11332 (Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act) for the death of their seven-year-old nephew on May 30.
Two other suspects – Wenzel Duccog and Marcelino Walang – who aided the couple in sneaking out of Baguio the cadaver of the deceased, were also charged with obstruction of justice and violation of Section 9 of RA 11332 for travelling without permit.
Lawyer Ford Tuazon, BCPO legal officer, and Police Major Pablo Nead, chief of the City Investigation and Detective Management Unit (CIDMU), filed the cases at the Baguio City Prosecutor’s Office last June 10.
“The cases were filed after a thorough investigation conducted, manifested by collated evidence and statement of witnesses that the victim was repeatedly maltreated and strangulated resulting to his death,” the lawyer said.
City police director Police Col. Allen Rae Co said asphyxia by strangulation due to hanging was the cause of death of the boy as shown in the autopsy conducted by the PNP Crime Laboratory, which negated the claim of Lolly Ann that the boy committed suicide. (Zaldy Comanda)
