The National Bureau of Investigation (NBI) has filed a graft complaint against a barangay chairman in Caloocan City over the anomalous distribution of the Social Amelioration Program (SAP) cash aid.
NBI Officer-In-Charge Director Eric Distor said on Wednesday, the NBI’s Anti-Graft Division (NBI-AGD) filed the complaint before the Office of the Ombudsman (OMB) against Barangay 02 Chairman Marlon Aquino.
Under the complaint, Aquino is accused of violating Republic Act 3019, the Anti-Graft and Corrupt Practices Act; falsification of official documents under the Revised Penal Code (RPC); technical malversation under the RPC; and violation of the Code of Conduct and Ethical Standards for Public Officials and Employees.
Distor said the case was filed following investigation conducted by the NBI-AGD on the report of a female complainant who said she never received SAP cash aid despite submitting her Social Amelioration Card (SAC) form to the barangay.
The NBI said in a statement investigators found that Aquino distributed “SAC forms to persons who are not qualified beneficiaries.”
“SAC forms originally accomplished by complainant and witness were re-issued to Ace Patrick Felix Pagsanhan and Archie Mendoza y Angeles who are excluded from the target beneficiaries considering that they belong to family with a member who is appointed and elected LGU (local government unit) employees,” the NBI said.
Pagsanhan is the son of Barangay Treasurer Roda Felix Pagsanhan, while, Mendoza is the sister of Barangay Kagawad Arelene Angeles.
“Documents gathered from the Coloocan City Social Welfare Development Department revealed that there are five other SAC forms that have marks of erased entries,” the NBI said.
The NBI noted that Aquino is also the signatory in the SAC forms. (Jeffrey Damicog)
