PANGASINAN – A member of the New People’s Army (NPA) who has existing warrants of arrest surrendered to San Fabian Mayor Constante Agbayani over the weekend.
Police Regional Office1director Brig. Gen. Rodolfo Azurin Jr. identified the NPA member as Allan Rey Balanay, 48, a resident of Kalayaan Street, Quezon City.
Balanay is wanted by government authorities for the crimes of murder, frustrated murder, illegal possession of explosives, firearms and ammunition
In a report to the PNP chief Gen. Debold M. Sinas, Azurin said Balanay was a member of the NPA under Danilo Ben Command in Cagayan West, Province of Cagayan.
He was previously designated as the education committee and medical officer of the group before becoming a member of the Hilagang Silangan Larangang Gerilya. His area of operation was Cagayan West (from 2004 to 2005) and Cagayan East (2005 to 2010).
Balanay was accompanied by his family when he surrendered to Agbayani.
Balanay was subjected to debriefing while security arrangements were made to prevent possible retaliation from the NPA.
He is also facing multiple charges like kidnapping, robbery, grave coercion and arson. (Liezle Basa Inigo)
