President Duterte has appointed retired Major Gen. Angelito de Leon and former Navy Lieutenant Senior Grade James Layug to key positions at the Department of National Defense.
Layug, a member of the Magdalo Group that staged a mutiny against then President Arroyo in 2003 who was implicated in the R6.4-billion shabu smuggling controversy at the Bureau of Customs, was named director under the Office of the Assistant Secretary for Installations and Self-Reliant Defense Posture.
On the other hand, De Leon was designated as Assistant Secretary for Plans and Programs.
