THREE cadets of the Philippine National Police Academy (PNPA) are facing expulsion for allegedly forcing two plebes, or freshmen students, to perform oral sex at the back of their barracks two weeks ago.
Director General Oscar Albayalde, chief of the Philippine National Police (PNP), said that the three cadets could face criminal and administrative charges wherein the maximum penalty for the latter is expulsion.
While the PNPA, which is located in Silang town of Cavite, is under the Philippine Public Safety College (PPSC), the head of the academy is a senior police official and most of the instructors and trainers are policemen.
The incident happened on October 6 but it was only a few days later when the two plebes decided to tell it to the leadership of the PNPA headed by Chief Supt. Joseph Adnol.
According to Adnol, a second class cadet (or thid year student) was the one who ordered the two plebes to perform oral sex on each other. Two other upperclassmen of the plebes, a third class (or second year students) watched the incident.
Based on the PNPA protocol, it is the PNPA leadership which would file the administrative case against the three cadets while the criminal case could be pursued by the plebe victims.
The incident happened a few months after several cadets of the PNPA mauled some of their graduating upperclassmen. Some of the involved cadets were expelled.
The PNPA is one of the main sources of officers of the PNP. But PNPA graduates could also choose to join the Bureau of Jail Management and Penology and the Bureau of Fire Protection.
Two weeks before recent PNPA incident, Albayalde said he had already ordered the relief of all the policemen who have been staying at the PNPA for more than two years.
The move, according to Albayalde, is to bring in new faces that could provide the cadets new ideas to improve their training.
But the PNP chief said part of the decision is the rumors he has been receiving that even the police instructors at the PNPA were also giving unjustifiable penalties on the cadets.
Albayalde, however, said that Adnol will remain as PNPA superintendent and hopefully become the transition head as the PNP has been lobbying to the Congress to turnover the management and control of the Academy to them. (Aaron Recuenco)
