The Supreme Court has started fasttracking the revision of the rules of court to minimize delays and expedite
the resolution of cases.
Chief Justice Lucas P. Bersamin has named Associate Justice Diosdado M. Peralta as working chairman
of the committee on the revision of the rules of court.
The rules of court contain the procedure and conduct before a court of law and are applicable to litigants and their lawyers. They govern all aspects of court processes, from filing of the pleading or complaint to hearings and other proceedings, and finally to the resolution of the issues and appeals.
Bersamin had earlier said that the present rules of court contain “provisions that institutionalize delays.” He had tasked the Peralta committee to work hard “to update our procedural rules to make them embody and be attuned to the technological developments.”
The updated rules, he said, will make the judicial system responsive to the public need for quick dispensation of justice.”
It is expected that the revised rules on simplified civil procedure, on evidence, filing of pleadings, and observance of reglementary period would be out third quarter of this year, Peralta said.
Members of the Peralta committee are SC Associate Justices Francis H. Jardeleza, Alfredo Benjamin Caguioa, and Alexander G. Gesmundo, Justice Secretary Menardo I. Guevarra, Philippine Judicial Academy Chancellor Adolfo S. Azcuna and Vice Chancellor Romeo J. Callejo Sr., and law professors Francis Ed Lim, Tranquil S. Salvador
III, and Amador Z. Tolentino Jr. (Rey Panaligan)
