Quezon City Rep. Precious Hipolito Castelo has filed a resolution commending Court of Appeals Associate Justice Ricardo Rosario for his appointment to the Supreme Court.
The House Assistant Majority Leader filed House Resolution No. 1302 seeking to “commend and congratulate” Rosario as President Duterte’s 11th incumbent appointee to the High Court.
“Court of Appeals Associate Justice Ricardo Rosario was appointed as Associate Justice of the Supreme Court by President Duterte who signed his appointment papers on Oct. 7, 2020,” said Castelo.
Castelo cited Malacañang’s full trust and faith that Rosario “would advocate judicial independence, uphold the rule of law, and continue the reforms in our court processes.”
Rosario, a law graduate of Ateneo de Manila University, replaced Justice Jose Reyes Jr. who retired last September.
“Justice Rosario who passed the Bar in 1984 and started working for the National Bureau of Investigation as legal officer and later becoming a senior corporate attorney of the Metropolitan Waterworks and Sewerage System, was appointed as senior assistant prosecutor in Quezon City in 1994 and became the Presiding Judge of the Metropolitan Trial Court of Manila Branch 19 and Presiding Judge of the Regional Trial Court of Makati Branch 66 in 1997,” she said.
Castelo cited that Rosario was appointed as Court of Appeals Associate Justice in September 2005.
“Malacañang expressed confidence in the ability of Justice Rosario to bring integrity and independence to the High Tribunal,” Castelo said.
“Now, therefore, be it resolved by the House of Representatives to commend and congratulate Court of Appeals Associate Justice Ricardo Rosario for being appointed as Associate Justice of the Supreme Court on October 8, 2020,” she added.
Accompanied by his wife, Maridur Basilio Virtucio, and his three children – Miguel Antonio, Anna Margarita, and Allyssa Martha – Rosario took his oath of office before Chief Justice Diosdado M. Peralta last Oct. 9.
Born on Oct. 15, 1958, Rosario is the fourth of the 13 children of lawyer Eduardo Gutierrez Rosario and former policewoman Anita de Rivera.
The newly appointed SC justice is the brother of Manila Bulletin Chief of Reporters Ben R. Rosario and Quezon City Senior Assistant Prosecutor Ma. Cristina R. Rosario-Osoteo.
