CEBU CITY – The days of motorcycles with modified mufflers locally known as bora-bora are numbered.
Victor Caindec, director of the Land Transportation Office in Central Visayas (LTO 7), said guidelines are being finalized for the implementation of a national order that calls for an intensified operation to enforce the prohibition on bora-bora.
A memorandum issued by LTO chief Edgar Galvante urged regional directors to implement stringent enforcement activities against motorcycles with modified mufflers.
Galvante said there’s a need for a crackdown since modified mufflers are causing “undesirable and irritating sounds.”
Although the memorandum was issued last April 29 yet, Caindec said it has yet to be implemented since guidelines have yet to be completed.
“We have to properly define the guidelines as we have over 400 deputized PNP agents and we don’t want misinterpretations of the order,” Caindec said.
The LTO 7 received a copy of the order last June 3.
Caindec said there is no timetable as to when the memorandum will be implemented but the LTO 7 will definitely enforce the order.
“Definitely we are implementing this, as we have done numerous apprehensions for violations related to traffic rules and regulations. There are existing guidelines already for the modified mufflers but we want to make sure the implementation from all our operating units are done properly. We also need to equip them with the proper tools, like the decibel meters to measure noise levels,” Caindec added.
The LTO can impose a fine as high as P15,000 for every violator. (Calvin Cordova)
